Who invented the adjustable draught-horse collar? Didn't it come in about the same time as the bearing-rein went out?

I should think adjustable collars have always been around. If not the collar would only ever fit the horse it was made for-what a waste.
Has the bearing rein gone out. If you look at the previous entry (the funereal horse), it'll make you wonder. And the horse played up quite badly, and had to leave the ring before the judging. It was a pretty looking little horse, but its chin was touching its chest. I thought the bearing rein was considered unacceptable a century ago. I couldn't see that rein on the black horse, but it was behaving as if it was there.
