This is a tinder lighter; dating from around 1740/1750, It was very probably made in England. It has had the top jaw screw repalaced, but is otherwise in good original condition.

Well, it looks like either a very intimidating stag beetle or the back end of a pistol. Waiting for Crowbard to give the definitive answer.
Could it be an English provincial flintlock tinder lighter of about 1680? (or alternatively made or heavily restored about 2015 in your cellar?
