Just reopened this to show another photo of same building. I've just been enlarging the first photo and cannot see details of date, so you'll have to take my word for it.
Hello Christopher. No, it's not a fire insurance mark. It's a small stone plaque, set flush into the wall; at the top are initials (can't remember them- sorry) and below the initials the date 1781. I think these will commemorate the house owner/builder and the date it was built.
Thank you Vagabonde. The hanging baskets are put up annually in our town by either one of the town 'Societies' or the Town Council. I can't remember which but I think it's by one of the businessmens' societies (more likely, I think, and in order to help attract business to the town.

Those small plates are sometimes insurance company plaques, but I'm not convinced this one is. What do you think?
